TITLE I – NO CHILD LEFT BEHIND

 

The Title I, No Child Left Behind Act (NCLB) was signed on January 8, 2002.  This federally funded program places an even greater emphasis on reaching impoverished children and improving the instruction and learning opportunities for all children.  The program is an integral part of Livingston Parish’s educational program and is implemented in consultation with administrators, general education teachers and parents.

 

Title I serves all students in twenty one schools with school wide programs.  Schools are identified as Title I eligible if they have 40% or higher of their student body receiving free or reduced lunch.  The program’s sufficient size, scope, and quality give reasonable promise of substantial progress toward meeting the educational needs of students being served.  Reviews of test data indicate ample evidence of progress in the areas of reading and mathematics.

 

Title I programs in the Parish are using Computer Curriculum Corporation’s (CCC) comprehensive and individualized software along with a newer networked computer system for instruction.  Identified students also receive reteaching of skills from a certified Title I teacher and paraprofessionals.

 

All Title I instruction in the twenty-one schools is completely funded by NCLB, Title I.

TITLE II

Eisenhower Professional Development Program
The No Child Left Behind Act

 

 

Livingston Parish School Board received $1,001,780 of Title II funds for professional development, class size reduction and teacher tuition exemption.

 

Through this federally funded program our parish is able to provide in-services for parish teachers at the central office. Funds are also distributed to individual schools for professional development according to student enrollment. Schools then have an option of how the allocated money can best be spent to fit the needs of their school improvement plan and improve test scores. All planned job-embedded professional development at the parish and school level must be tied to challenging state and local content standards, research based and have a lasting impact on teacher's performance in the classroom.

 

Teacher tuition exemption has been established by Title II to increase the quality of teachers in our parish. We encourage our teachers to return to the classroom to become familiar with new strategies and to increase their knowledge of technology.

 

Funds are also available for class size reduction in our Title I schools. Title II has placed teachers in these schools to reduce the student teacher ratio.

 

 

 

Title IV

Safe and Drug Free Schools and Communities Act

 

With the realization that schools cannot isolate themselves from social issues such as alcohol and other drug addictions, the Livingston Parish Public School System has been granted federal monies amounting to $102,029.00 for the 2004-2005 school year for the Safe and Drug Free Schools and Communities Act.

 

A comprehensive substance abuse prevention education program has been implemented in grades K-12 through each public school within the parish as well as coordinating any available resources throughout the community. Each school is responsible for a minimum of sixteen contact classes for students K-9 and eight contact hours for grades 10-12 plus monthly activities. The SAPE (Substance Abuse Prevention Education) Team at each school is responsible for planning and implementing these programs and activities. To ensure greater awareness, the teams also plan programs for faculties and parents.

 

In 1992, the Livingston Parish School Board and the Livingston Parish Sheriffs Office formed a continuing partnership to provide the D.A.R.E. program to fifth graders in our parish. This intensive Drug Awareness Resistance Education program is taught by trained and certified officers.

 

Discover: Skills for Life, a research-based program, has been expanded from the second grade only to include grades K-5 and 9-12. This skill-based program focuses on three areas of prevention (1) building self-esteem, (2) providing factual drug information and their risks, and (3) and decision-making and relationship skills. This additional curriculum should help us reach the goad of helping students reduce the likelihood of deciding to use drugs.

 

Life Skills Training, a proven effective, research based prevention program, was implemented in the sixth grade during the 1999-2000 school year. The goal of this program and our drug awareness program is to help students develop skills, attitudes and values that will help them make wise decisions and avoid destructive influences. The program expanded to include seventh and eight grade students during the following two years respectively. This curriculum continues to be implemented in our middle schools.

 

We are in the process of replacing Discover: Skills for Life with Life Skills Training in grades 3-5 as funds become available. Several schools each year will receive these materials until we have been able to place this curriculum in each elementary school.

 

SDFSC will also continue to provide peer training for high school students. Positive, drug-free leadership training encourages and empowers young people to help their peers and younger students to make wiser choices.

 

In combination with the prevention education, there is now in place a revised drug policy for students and employees. The policies reflect mandated state and federal guidelines for safe and drug free schools and the workplace.  It is believed that comprehensive policies plus prevention education is essential in reducing substance abuse and violence in our schools.

 

It is the goal of SDFSCA to continue our efforts in helping students and adults to be aware of the destructive nature of all drugs and provide information on agencies that can provide supportive services.
